family permit for Mother

I sure this has been asked before.
Im a non eu national who got my 5 Year resident card last year October.
I would like my mom to come and visit us later on in the year.
Being South African we need visas to come and visit here (UK)
The eu family permit is a lot easier then the normal Uk visitor visa.
Will we be able to get the Family permit for her?
We sent every month a couple of Pounds to her but I wouldn't say she is fully financial depended on us.

Does mom have an EEA sponsor in UK?
(not a Brit).

If not then no, FP is not an option.
If yes then proof of dependency for essential needs required.
