When can I apply for a new job/employer?

My current employer has just sent off my visa application and I have just enrolled my biometric info. This is a position that was my insurance choice and I want to apply for the position I wanted with another firm. When is it the earliest safest time to apply? Do I have to wait until I get my visa and start with my current employer?
The HO website says tier 2 visa holders aren't not allowed to apply for a second job in the first two weeks of their employment. But this doesn't count as a second job?
