How does one lodge a complain about misbehaviour by moderators, such as attempting to instigate a flame war?

Have you made an attempt to discuss your grievance with the moderator first.

If it does not work, then you can escalate.

You have to bear in mind that moderators work hard and on a voluntary basis to keep the forum running, abs there may be decisions they make, which you may not like, but nevertheless it is made with the sole intention of the smooth running and the maintenance of the integrity of the forum, which I am sure you are proud to be a part of.
