Change of address EEA PR

Is there an official way to tell the HO if someone changes their address whilst their EEA PR application is being processed? Is this the right link: https://visa-address-update.service.gov.uk/ ?
Or should they just send a letter directly to the EEA PR office in Durham?

Just a quick update:

We sent a passport return request on 1st August (this is my friend's application) and stated within the on-line return request form that her address had changed. Then also updated the address via the link below a few days later. Impressed to say that my friend's passport arrived at the new address this afternoon via special next day delivery signed for, after only 4 days :shock: First (and probably only) time I'm ever going to compliment the HO for their efficiency :lol:

Now here's to hoping that the DCPR will also go to the correct address :D
