Tier 2 applying from India &. IHS payment

Hello everyone ,

Have couple of Question regarding Tier 2 General application.
I have started application on Visa 4 Uk im on the page for
IHS Payment , payment done success fully but Visa 4 Uk taking long to update Reference number and can't go ahead to next application for I called them and they said will take 24 to 48 hours to confirm then can go ahead , any one experience same thing ? As I have lost Friday slot to submit documents.

Am I correct for points

COS ( labour test done from employer ). 30
Salary. 20
IELTS. 10
Maintainance A rated company covering first month 10 .

Please advice appreciate any help .
