British Citizenship : Refrees

Hi

I have submitted citizenship application for my wife and son. Unfortunately the 2 referees i have given in the application is not in good terms with me anymore. At the time of submitting the application it was not an issue and they happily gave the references and signed for.

Please can someone let me know the below.

1. are the refrees liable legally to now provide a reference as they have agreed and signed for before.
2. can they provide a bad reference. if they do, can i take a legal action against them
3. can i now change my referees.
