Question 1.21 - Have you or your partner previously been married or entered into a civil partnership.

My now wife says she was previously married, no documents/certificates but where she is from in Thailand many couples make this commitment but without documentation!
In my eyes making it not a recognised marriage?
Even a civil partnership you would sign something?

They asked her this on a previous visit visa refusal via a phone call and she said yes she was married. So what answer should we give? Would they have recorded this info,? There cannot be a divorce as there was no proper marriage

They asked her many questions over the phone previously when applying for a visit visa.
I'm not sure what answer to give

She wasn't technically married, her terminology she used the word married, like a married couple but with no ceremony.
I feel she should answer No as that is the legal truth
