Residence card application : 6 month from which date?

Hi,
According to European law, the home office need to reply in 6 month maximum.
But from which date ?
- the date of receiving the application (proof of postage)
- or the date of receiving the biometrics ?
- or any other date ?

HO consider application as filed when biometrics are enrolled.

thanks, I assume then that all the timeline data posted on this forum should be interpreted based on the biometric enrolment date.
