Traveling while Residency card in process

To whom may be able to provide assistance.

I am Italian and my wife is Chilean, we arrived in December 2015, my wife applied for a residency card prior to her tourist visa ending. Currently we wish to travel outside the UK for holidays, however we are being told to obtain a EEA Family visa for her to be able to reenter the UK. Since we plan to take a few days, a week max, it would not be enough time to obtain a EEA visa outside the UK.

What can we do within the UK so that she can reenter after the holidays?
She did not need a visa to enter as a tourist, if we provide the Home Office documents upon reentry would she get turned away?

Carry id (ofcourse) plus marriage certificate, evidence of sponsor exercising treaty rights, COA if you have it.
