The UKBA definitely won't cause a problem...they were disbanded in March 2013! Superseded by the UKVI in April 2013. Brexit hasn't happened yet...there's simply been a Referendum. :|

Please don't send me PMs asking for immigration advice on posts that are on the open forum. If I haven't responded there, it's because I don't have the answer. I'm a moderator, not a legal professional.

What is your thought for British citizen moving to Germany and then do marriage with non eu partner?

To avoid confusion & jumbled responses, I have moved your question to its own thread (this one).
All that is gold does not glitter; Not all those who wander are lost. E&OE.

That's fine if such a person wants to do that.

UK is going to be in EU at least 2 more years so unclear why wedding plans should be impacted.

Ofcourse noone only now embarking on an EU migration adventure that involves a BC is going to manage to acquire PR via such a sponsor in the normal way; there just won't be time.
