Council caution.. does it count?!

Hi,

I have question that may be deemed silly by some, but in all honesty, I need it clarified. Please!
I'm about to complete filling in my application, but came across the 'have you been cautioned' questioned.
I've just remembered that my council has once given me a caution letter for not notifying them of a change of circumstance (which I DID do, but hey).
So, my question is.. Do I've to include this caution, even though it is NOT on my DBS?
The date of the caution was late 2011.

No, it's not a police caution.
