Tier 2 dependent visa extension

Hi all,
I am in UK from March,2015.I have ICT longterm visa .My wife and daughter also has ÌCT longterm dependent visa.They are currently with me.Due to some emergency they have to return in India but I will be remain in UK.My visa will be expire on Mar 2017 and I will apply for extension of visa.My question is can I extend my dependent visa if they are in India.

Dependent extensions can only be made from within the UK
(Casa, not CR001)

Is cooling period rule is applicable for my dependent as well ?
Their visa expires on 22 Mar 2017.
My wife and daughter came in london on 8th July 2016 and if they return before 8th October 2016 then also they have to wait for cooling period.

cooling off doesnt apply to dependents.
