OCI collection at HCI directly ??

Hi
Has anyone collected OCI directly at HCI if there is a travel emergency... I understand the usual process is to submit your passport to VFS with self addressed envelope but if there is a travel emergency can we go and collect at HCI directly ? Has anyone done that.. Any info regarding this would be useful.
