Sponsorship Certificate for Tier 2 Visa Question

I’m an American in the UK, here on a tourist visa and found a small company that would like to hire me and would be willing to sponsor me and pay the fees. However, I’ve come to realize that it takes quite awhile to apply for a sponsorship certificate (for the employer) as well as the Tier 2 visa. (The job I’ve been offered isn’t on the shortage occupation list.) Does anyone know if there’s anyway to fast track this process? I understand that I cannot apply for the Tier 2 visa while in the UK, but would I have to return to the US to do this or can I do it from another country outside of the UK? Also, more importantly, am I even allowed to interview while on a tourist visa? (oops). Any advice would be greatly appreciated.

I doubt very much the small company will get a licence based on the scenario you have presented for a whole raft of reasons. And if they do getting a restricted COS thereafter will be another barrier.
As for speeding up the process, nothing can do on that side.

You will be expected to return to your home country to apply for the visa.
