Application about to be refused due to lack of insurance.

I am facing the same problem related with CSI.
I am an Indian national, living in UK since Dec 2010. My wife is an romanian national living in UK since Jan 2010. She has been student since jan 2010 till May 2014, In 2010-2011 doing certificate courses from central saint martins and later did full time graduation from UCA. After 2015 my wife is trying to do online business in fashion. Though she is not very successful in this business but the is duly registered and filing tax returns.

I am working as a full time software professional since march 2012.
Recently I applied for PR but Home office refused, the reason given is no CSI for my wife.

I have option to appeal within 14 days or to get new Residence card.

Can somebody suggest is there scope for successful appeal in this case?

If sponsor is/was a student then CSI is required for sponsor and dependent/s.

If an applicant does not fall within the transitional arrangements ... and they cannot provide evidence that they possess comprehensive sickness insurance, then the application must be refused.
