If need arises to reapply, will it affect ILR eligibility?

If an extension application is turned down and someone reapplies within 28 days of becoming an overstayer, will he or she still be eligible for ILR once 5 years are complete?

If new application which has been lunched within disregarded 28 days overstaying period and become successful will have no effect on continuous residency.
