Dependant visa - applying from UK

Hi there, hopefully someone can help as Im struggling to find the information I need online. I am currently on a UK tier 5 Visa (from NZ originally). My partner of 5 years who is also in the UK is on a Dutch passport. I am wanting to apply to stay and work in the uk for another 1 - 5 years. Do I need to apply for the dependant visa from outside of the UK, or can I apply from within?

Thinking outside the box, you might get 1-3 years on EU route as an alternative.
