Discretionary Leave to Remain to ILR

i need some help, my sister in living in the UK for 7 years and she were granted discretionary leave to remain however she applied for ILR, initially they refused application and our appeal allowed and they went to upper tribunal and UT upheld the decision.

could anyone please guide me how we can ask Home Office to granted her ILR ?
