Question about the status of my EU permanent residence

Hi,
I need some information, I am non EU partner of EU citizen. I have my PR dated 12/09/2016. When I applied for PR, I sent information about treaty rights of my EU partner from 2010-2016.
1. Can I apply for naturalisation straight away.
2. How I can check when to apply for naturalisation.
3. If I have to request SAR then should I send my SAR request or my EU partner has to sent her request.
Your response will be highly appreciated.
