NHS Surcharge Refund

Hello.

My situation is following:
I applied for Tier 2 visa in July, 2015 and paid surcharge for 3 years. But in March, 2016 I had to change my employer and applied for new visa. I paid 3 year surcharge again.

My question: can I claim refund for my first payment?
I will not use 2,5 years of what I paid. If yes, where should I make claim as there is no help available on Tier 2 / Gov.Uk website?

Not sure if NHS surcharge refund is actually given but if it is, do update the thread.

If you are granted 3-year visa by paying £xxx.xxx and you only use 8 months on that 3-year visa before switching employment, in that case even visa fees is not partially refunded just because you had 2.4 yrs left on previous visa. so I doubt if there's a provision on NHS surcharge refund.

If there is such provision then it will only mean more administrative headache.
