Tier 2 to DEPENDENT

I am new to this forum. You guys doing great work by guiding confused people as too many unskilled so called solicitors are there in high street.

My background

I am on tier 2 visa. I got 60 day letter from HO as company was revoked. I applied for tier 1 via VC (50k). It was refused too. Refusal reason gueninety test issueApplied for admin review now. I have my fiance Pakistani citizen same as me. She is on tier 4 studying MBA at university.

My question
1) can I become her dependent in Uk as 2 years for 10 years ILR.
2) how & from where to get the passport scan copy forwarded to council for registering intended of marriage
3) how long does it takes for copy to be sent by HO TO registrar office.
4) any other options as don't wanna loose my 10 years. 1st application was in time application.

5) Can I write to below address for forwarding my passport scan copy to registrar office.
