Reapply EEA2 Residence card after refusal

Hello All,

I am Indian married to Italian . I sent my application for residence card but we got refusal because my husband changed his job and we failed to inform HO. HO held my passport and gave options to reapply or appeal . Now we are re applying but my passport is already with home office so I can't include my passport with application as its held by home office.

I need your help what to say in application. Shall i write a cover letter and say that I am not enclosing my passport because it is already with you? or what?

Please advice. thanks all.
