Cost and Time of Tier 2 Employer change

Hi

I am currently employed on a Tier 2 Sponsorship visa (Shortage occupation) and apparently have not been at my job long enough to have received a employment contract and I am having to do a few things that weren't part of the initial discussions between the employer, agency and I. I am on the hunt for a new job and am aware about not resigning before obtaining the new CoS number and my BRP. My questions are:

1) What are the costs involved in the reapplication of a Tier 2 Visa? Will the NHS funds have to be repaid as well? Will that apply to both me and my wife (dependent).

2) How long does the application take? I only have a short time to secure the new job and let my current employer know.
