Fresh Application but not Admin Review

I go for fresh application after the refusal as my salary was not enough. I didn't go for AR cause it was my fault.

After submitting the new application I received biometric and enrolled for it.

But strangely i received a letter from Review centre stating that as I did not apply for AR and 14 days expired but they know i already submit new application. Now they want me to tell them within 7 or 14 days or i should be depot.

My Question is if i submit a fresh application with 13 days of my refusal letter decision then why i have to go for admin review. And what's the point of this letter.

Anyone receive the similar kind of letter from review centre? Please Help..its confusing and stressful.
