EEA Refusal & ILR

Dear All,

I have a quick question.
I came to UK in July 2007.
Since July 2007 to June 2012 ( Student Visa )
June 2012 to May 2014 ( PSW )
May 2014 to August 2015 ( Student Visa )
August 2015 I applied FLR ( O ) and in October 2015 I applied EEA ( EFM ) Basis on my uncle, HO refused my FLRO in December 2015 while my second application was there, and they sent me IS96 form to report HO every month. They refused my EEA ( EFM ) visa in April 2016, because they mentioned I attached my Birth Certificate copy instead of original. I made fresh application along with all original documents. They refused my application again on 02/10/2016 with rejection of they need more evidence of the payments.
On my refusal letter they mentioned ( FRA ( IC ) 10P ) and inside the letter they said I have no right of appeal.
What are the options I have. Will this all time will count in 10 years Long residency or not.
