Sponsor's passport for FRL spouse visa

Hello,
I'm applying for my second UK spouse visa in December this year. I read that a full copy of my sponsor's (husband's) passport is OK if I apply by post. But what if I want to apply in person? Can I still have his copy of his passport?

Also, I read that my husband has to be physically present in the UK, I just want to clarify whether it is true or not? Initially I was planning to apply by myself as he is planning to be away on the date of submission of may application.

If you are applying in person at a PSC your husband is expected to attend the appointment with you, or provide a letter explaining the reason for his absence.

So if I apply in person I have to have my husband's original passport and give them a strong reason why he cannot attend my appointment, is that correct?

The problem is that he works offshore and he has been out of work for a long time and there is a potential project offshore starting at the same time when I need to submit my application...

It seems that either way he has to be physically present in the country at the date I submit my application form no matter whether I submit it by post or in person, am I right? There must be a way to resolve this problem as he cant be locked in the country. What are the general travel restrictions?
