Entrepreneur Visa from Dubai

i hope you are all well.
One of my cousin is interested in apply for UK entrepreneur visa and needs some information, can someone kindly help me with process, required documents and any other details.

Please note that my cousin is currently living in Dubai and doing his own business(electrical wholesale), a Pakistani national and has his wife and 2 kids as dependents. He has visited UK multiple times on visit visa alone and one time with family as well.

however, if any of you can help me with one question, lets say my cousin gets the entrepreneur visa, does he have to stay in uk for 180 days every year, basically he wants to invest in uk and then stay in dubai to take care of his main business but come to uk occasionally. Would that be eligible?
