Permanent residence application COA

Hi there
I'm relatively new to this forum, so i want to say thanks in advance for your kind comments.
I recently applied for PR, and the HO sent me a letter with info on the bio-metrics enrollment and and a COA saying that the HO could not confirm my right to work at this time and they would not re-visit until my application as been determined; could you please answer the following question;
1. Is the letter sent out by the HO a generic one or is the specific to me?
2. If it is a generic letter, when do i get the COA with the right to work?

1) Its generic but must have been sent to you as it applies to you.

2) If you now have a COA you won't get another; wait for approval.

Thanks, for your response, but the reason they gave was that my spouse did not show proof of excising her treaty rights, but we sent her document certifying permanent residence, which overrules the treaty rights?

Another question is, do you get COA with work eligibility before the bio-metrics is done?

There may have been questions over other aspects of the application, for example identity and/or relationship.

No, my understanding is biometrics comes first and kicks off the process.

That's my understanding. But haven't you said you have already received a COA? Or did you just call and ask someone?

I got a letter with my biometric letter and it also say COA

The reason for the HO issuing me a short COA is that i did not supply evidence that my spouse has been excising her treaty rights for the past five years, but i submitted her document certifying permanent residence, which when submitted with the application i do not have to prove that she has been excising treaty rights as it proves she is a qualified person. Based on this, what do you advise? Thanks.
