NIN-rejected one year ago;reapplication

Hi! I am writing on behalf of a romanian friend who has troubles getting a national insurance number. He did a few stupid things and, obviously, got rejected. First of all, last year when he came in the country he didn’t apply for a nin because he didn’t speak english and the guy he came to work for didn’t help him. So, he worked ilegally. He eventually decided to apply after 5 months, but he didn’t state the correct date of his entrance in the country, so again, another reason to be rejected. Eventually, he left the country and now after a few months he returned and wants to give it another try. On this instance, I will call to make the appointment for him, but I noticed that the reference number he received one year ago when he first went to the interview is not valid, as the lady on the phone couldn’t use it to identify him.
So, I am wondering now if I should simply book an appointment for him like he didn’t apply before and leave the rest for him to clarify on the interview, or there is anything else that I should know before I proceed.
Do you thing he has any chances to get the NIN?

Sounds dodgy; not a good idea to game the system. Immigration karma will catch up in the end.

Yea, he was very immature to ignore the law. I just hope I can help him do things right now.
