FP refusal on Comprehensive Sickness Insurance grounds

I was refused for the EEA family permit, because the student health insurance from my French husband was not comprehensive. It's the only reason for our refusal.
The length of the study programme of my husband is 5,5 months.
We are going to be in the UK only until February 2017, after we are going to live in other country.
Do we really need to obtain a comprehensive sickness insurance for 12 months? With the new application I can stay in the UK less than 3 months.

Those in UK under the auspices of EU Directive may enjoy an initial grace period of up to 3 months.
