Jcap question

Hi,


Unfortunately my borough does not offer a JCAP application where I live. Is it possible to use another borough that does do JCAP applications?


Also for a straightforward AN form application ( via marriage) do we need to add a cover letter? I did for the fiance visa and ILR applications for my wife.
