What constitutes a CSI cover?

I am hoping to get some advice from this supportive and knowledgeable community. I am Czech and have been in the UK for over 5 years, however for pretty much all of my time here, I've been a student of some sort (Diploma, Undergrad and now Postgrad). I would like to know how it is with my eligibility to apply for the PR card. I believe I should be eligible as a student/self sufficient person, but the problem is that I don't know what classifies as the Comprehensive Sickness Insurance that seems to be the cause so much anxiety. In the odd part-time jobs I've never earned enough to pay taxes, but I have, however, paid my health insurance in the Czech Republic throughout the whole time (the Czech system operates something best described as a 'mandatory insurance') would that be classified as a sufficient sickness cover? I believe that there was some kind of reciprocal agreement through which the NHS should have been reimbursed for my healthcare here by the Czech side. How is that different to the European Health Insurance Card?
I came across an information stating that the EU EHIC will only be considered as CSI for the PR card purposes if you also include a disclaimer that you are not going to stay in the UK 'forever'. How this would be enforceable I have no idea...

I would be grateful if someone could help me make sense of what constitutes a CSI or whether anyone has been successful in their PR application with a Czech Healthcare insurance or the Czech EHIC?

The 'disclaimer' is a 'letter of intent'. But that is only required at RC stage not DCPR stage.

Yes, a letter from your home country's health authorities (plus official English translation if necessary) to confirm your health cover under some reciprocal arrangement may suffice.
