JR and long residency

hello,
my JR is refused and also permission to COA refused by UT.

Can anyone please share your experience on your similar case ?
I should go for permission from COA or not. Is that the last option

Does my previous stay of nearly 9 and half yrs valid for 10 years private life.

Its really very urgents.

Not if you haven't completed 10 years.
(Casa, not CR001)

if UT refuse JR and appeal, applying to permission from COA extends s3C leave or not
