what is Appeal review: APL07

my wife FM(O)SP visa application was refused
grounds
the balance of probabilities
did not submit my Decree Absolute
proofs of source of the savings.

she was given an option to appeal their decision within 28 day, but i read this forum and some other reviews and found out that it might take at least 6 months or even 1 years fro court of appeal to make a decision and ECO to execute their decision.

so what is exactly Appeal review and what is the difference between normal appeal and is it any quicker ?
