Need help with attaining a visa.

Hi everyone. I feel my situation is complicated and will try my best to cover every major detail without having to write endless paragraphs. Your advice for as to the steps needed to get to my goal would be extremely appreciated and valued.

Information about me:
I was born in Pakistan. We soon moved to Saudi Arabia as a family. Then went back to Pakistan for a year roughly before coming to the UK. At this point, I was 12 years old and had spent a total of 3 years and 9 years in Pakistan and Saudi Arabia respectively. I, now, am 21 years (time really does fly) and still living at the same place with my (soon to be) 19-year-old sister, (soon to be) 18-year-old brother, Mom and Dad.
The highest level of qualifications I have achieved is A-Levels with best scores in Mathematics which I would like to also pursue at University to a higher level. I also have many interests some of which include programming, electrical engineering, mechanics, piano musician and play table tennis in the top premiere league in Birmingham and also compete in National Level Grand Prix Competitions. English is our first language for me, my sister and brother.

Situation
My dad was already residing in Birmingham when four of us came to England in 2008 on a dependent visa based on my dad's work permit. Three years after, my dad's sponsor's company was shut down. Instead of having to re-apply for a sponsor or taking an action, my dad didn't do anything and had the intention that he will wait until my brother and sister have lived here for seven years, which at this point they will still be under 18, and then apply for their applicable visas. And then my parents could apply on the basis of my brother and sister. When I turned 18, I was a month away from having spent 7 years.
I do not possess with me a single official document such as national insurance number, driving license, bank account etc. Our passports are with Home Office which they had asked for but I believe they now deny this. I suspect they are saying this as their CDR department was closed down. I do not know much details about this at all and am writing this from my limited knowledge of it.

I would like to apply for Indefinite Leave to Remain or British Citizenship under exceptional circumstances.
Needless to say, my life is built on the streets of where I live. My friends are all graduating from universities and are moving on to their next phase of life. And here I am trying to reach for what is fundamentals to every human being.

I really don't know what to do, where to go or whom to speak with. What I have written above really is just a retrospect. I would love to go to University as a home student so I can take out loans and study Maths and carry on with my other hobbies. I would really appreciate any advice that is given to me here and am willing to travel to any non-profitable/charitable organisations in any city to help me in my case.
As I have already mentioned, above is just a brief explanation and I will be more than willing to provide a lot more information.

Does anyone in family have legal status and right to reside/work in UK?

It appears all 3 of you siblings have been overstayers for past 4 or 5 years.
As you are all 18 or over you are individual single/unattached adults in your own right and not dependents.

Apart from returning to a country in which you last had legal residence the way ahead is unclear.
Three years legal residence and 5 years overstay does not amount to a concession on citizenship as you are not settled in UK.

So its unclear how anyone can work, rent a house or drive in current circumstances.

DLR may be an option to explore but don't expect it to be quick or easy.
