Restricted CoS - Allotment middle of the month

Hello,

Under what circumstances "Restricted CoS" can be requested during the month, as an emergency or special circumstances? We need to onboard a resource to join the project and the client can't wait until 11th of Dec to allocate.

Pls advise.
