Question about second job

Hi all, I know that under Tier 2 visa, people can do max 20 hours second job per week, may I know if this second job can be under umbrella company? I found a second job but they won't able to employ me as they can't guarantee how many works they will assign to me, so need to be a freelance basis. But as under tier 2 I can't be self employed, so I would like to know if it's possible to use umbrella company to manage my freelance job. Thanks!
