A2 language requirements

We will be applying for my wife's FLR next year. The language requirement has changed now to an A2 for the spousal route however my wife received a certificate with a C1 rating which was accepted for her initial spouse visa .

There seems to be confusion regarding these certificate. Apparently these certificates, as stupid as it may sound, are only valid for 2 years..but it has been expressed that this is only for initial visa applications and that if already in the UK on a visa, expired certificates of level A2 or higher are accepted. Anyone have clarity on this.

The other issue is can the Life in Britain test be taken anytime between arrival and ILR or does FLR have to been applied for first.....
