SET O OR FLR DL ?

back to December 2010 claimed asylum and I live with my wife British citizen
in 15th February asylum claimed refused but in same letter said i have been granted discretionary leave to remain 3 year expired on 14th February 2014
February 2014 submit application (DL) now called (FLR DL) WAS IN THAT TIME FREE
the home office Took them 13 month to process the application
in 25th February 2015 received letter saying have been granted father 3 year discretionary leave
the brp issue 18/03/2015 and valid until 24/02/2018

I complete the 6 year under the discretionary leave in 14/02/2017

the question :
can I use form SET O and use premium service or I have to use the same form again flr dl ?
can I apply 28 days before I complete the 6 years that will be 16/01/2017 ?

guys is that ok if I apply 28 days before I complete the 6 years or I have to wait till 14/02/2017 ?
