Employment during the three years

Dear Gurus,

If I employ the two employees in the first year, and the next two years without employment. I think HO will argue with me because no employees in the two years.
I do not need them because I am managing my business alone.
Please advise,

No such rule or requirement. Create 24 months of employment within 3 years

You need to create 2 years/24 months of employment, which can be any time in three years.
