Moving to Ireland with dependant who is not my child.

Hi,
I am in the process of registering on the FBR, once i have my passport I will be moving back to Ireland with my husband and 2 minor sons, all three traveling on South African passports (no visa required)
My husband's nephew lives and works with us and is dependant on us, also traveling on a South AFrican passport. He is already 21.
What would the process be of having him move to Ireland with us? There is direct blood line between my husband and him and said he is dependant on us.

I never said he was a minor, I said he was already 21.

My 2 sons are minors. (IE Under 18)

Yep, so my understanding is take independent adult route for a 21 year old.

Im sure there is still a long time before we have our ducks in a row.

I wonder if you could help with 2 more, related questions.

1. My eldest son is 13, turning 14 in Jan. I know that the waiting period for the FBR is a long one, is it that as long as he is in ireland with me before he is 18, and then studying while there he can still join us even though he will be turning 18 before the time period is up for him to apply for his Irish citizenship?

2. Things are becoming very difficult in South Africa and we would like to go back to Ireland a soon as possible.
I have all the certificates and so forth that is needed to show my family ties. Do i HAVE to start the process from South Africa (the embassy is so backlogged we have a minimum of 24 months waiting period) or can we fly over there and i start the process once in Ireland? Or send my application directly to Dublin? How long would that take?
We have the funds to comfortably look after ourselves while there as well as start up a business if we would be allowed to.
