Urgent advice needed

Hello just wondered if anyone can please help me,

I applied for my husband who resides in Lahore, Pakistan to come to the UK last year and it was rejected. I would like to add that I had an interview that year.

This year we applied again and I sent my documents in the first week of October and I rang an advice service to see what is the likely hood of getting another interview but they told me that on my application A DECISION HAS BEEN MADE ALREADY.

But what I'm worried about is that my husband hasn't got an email and nothing saying his passport is ready to get.

I've been reading on here that some people say that if you don't get an email that usually means it's been rejected, is that right?
