COA not received 2 months since the biometric enrolment

Hello everyone,
I'm non-EU national family member of an EU citizen and i had a refusal of uk residence card in the 8 September ,and the reason was that i didn't provide the evidence that my wife is exercising her treaty rights ,i provide the HO with all the evidence though.
And in the refusal letter they mentioned that i have the right to appeal against this decision or make a new application,
I spoke with my legal representative and he sent in the 14 of September a reconsideration letter to the HO because the decision was made without looking to all the documents we sent them, and that we have a proof of recorded delivery that we sent them a work contract.
in the 29 of Septembre i made a new application EEA2 they took the money from my account after 3 days
and in the 14 of October i received the biometric letter and i sent my biometric informations in the same day
but i haven't received my Certificate of application yet
the solictor tolds me befor that the decision will come from the reconsiddiration or from the new application but i didn't get any answer about both.
any one can help please ?
