Dependent Relative and Self-Sufficiency?

Good night people

I wonder if someone could advise. I've been trying to find information but it's still not clear to me.

I'm European, I have been working full time for 5 years now. I'm about to apply for PR.
Over a year ago, I got a family permit for my mom and then a Residence Permit for 5 years. She's non-European and 58 years old. I was able to prove dependency due to health issues.

I'm thinking when the time comes for her to renew her permit or apply for permanent residence. Obviously my income is just enough now for us so we don't need to rely on public funds. When she entered the UK with family permit, I wasn't asked to show we hold a medical insurance for the Residence Permit. Prices are prohibitive for her mainly due to her age and also medical history. She's studying at the moment but is struggling with the language barrier, which has stopped her from getting a job. Now the question is, does she count as Self-Sufficient?, so she would need a private health insurance? if so, why they haven't request it when she first applied for Residence Permit? or is it optional cause the sponsor is exercising treaty rights? Prices are around 120 - 150 pounds for us

You are the EU national. Your mother is dependent on you. It's your status and her dependency that are important. You are not self-sufficient, if you are working. She doesn't need CSIC, if you are a qualified person via working or have acquired PR.

Yes, I work full time. I take she's not considered self-sufficient then. Cause I've read some cases of Wife-husband that one of them wasn't working and needed CSHI due to not being exercising treaty rights...not the same then? thanks for your help

If the EU national is a worker under 4(1)(a), then 4(2) and 4(4) are not applicable. CSIC are required by family members, if the main EU national requires CSIC.
