eea family permit

i am a uk resident and hold a UK passport...from my understanding I am thefor a EEA citizen by default..could my long term partner of some 3 1/2 years (unmarried) who is a Bosnia national join me in the UK by way of applying for a EEA family permit..There appears a lot of quite contradictory advice on line but would this be an alternative to the UKGOV Visa and Immigration route

Any advice or references for further information would be most appreciated

No, you are not considered EEA in own country if not exercised treaty rights abroad in EU.
And that's the case even before Brexit.

so if i went to another EU country and resided there i could then be regarded as an EEA citizen and a EEA family permit could be applied for?

Yes, if a BC sponsor undertakes a Surinder Singh sojourn in another memberstate (working etc there, not merely residing) then dependent family members may apply for a FP to enter UK on your eventual return.

Be aware of UK rule changes in this area as of today.
And fact that HO plays hardball in this area with its centre of life requirements.

And note eventual loss of this EU option due to Brexit so there is unlikely to be time for dependents to achieve the holy grail of PR status in UK in the 'normal way'(after spending 6 or 9 months or a year or more in some other EU country).
