Is this your first application as an extended family member? I mean do you have another residence card from any country of Europe Union?
If you don't have, as unmarried partner
you will not have right to COA until your case is checked by the HO. Sorry, but this is the rule for Unmarried Partners. but...
If you have any previous residence card from any other country from Europe Union, it will assure you equal rights.
Regulation 7(3): an extended family member has the same rights as a direct family member, providing they continue to satisfy the conditions of 'Regulation 8' if your document remain valid and not have been revoked!
When you apply as unmarried partner, the HO (that is nothing helpful) will not pay attention to this and will not give you the right to have a COA, (unless you are married)... But if you have a previous european residence card make your request to COA department
NWEUROCOARequests@homeoffice.gsi.gov.uk mentioning the Regulation 7 (3) and a copy of your residence card.
