Spouse visa refused and stuck in english test as HO got PP

My friend has got ILR based on 10years route. His wife's application was varied from tier2 dependant to FLR (FP) as she hasn't had her english test done. but bloody HO refused her visa. Now they are in dilemma. anyway, my query is my friend has managed to get an authorised copy of her wife's passport from HO for her to attend the english test. Does anyone know whether she will be able to attend the english test with that authorised passport copy. they already contacted to trinity college and they refused to accept. can anybody give me any suggestion please. thank you.
