Date of issuance of 3-years Tier-2 Visa?

Hi

I am currently in UK on a Tier-2 visa and understand that a new 3-years visa is cheaper than a 5-years one.

My question is that, if I apply on 13/1/2017 in-person and my new work start date is 27/2/2017 and work end date is 26/2/2020, then will my visa fee be counted as 3-years or 5-years one? And will the visa start from date of issuance? Meaning that I will pay for a 3-years visa even though it's a bit longer than 3-years?
