A question on behalf of my friend who doesn't have an account here.

Can a child under five be added to parents PR application form? And get PR? she phoned HO helpline they said yes, she even said child is so young he doesn't have an passport/ID yet, they said it's fine. My frined and her child are both EEA citizens.

Now HO sent them a letter for biometrics for the kid as they consider him "of unknown nationality" dispite stating his nationality in covering letter.

She now has doubts if call center did not mislead her.

A child is under 1yr of age, born in the UK.

No, because it takes 5 years to acquire PR.

Child may apply for a RC as direct family member of their parent/sponsor.

Here's someone granted a RC despite applying for a confirmation of PR when they had not acquired PR:

And if fortunate enough to have been born in UK, such a child doesn't even need to aspire to PR;
as soon as one parent achieves the holy grail of PR status the child may be registered as a British citizen.

Unless the case of the child falls under Regulations 15 (1)(d) or 15 (1)(e), child will not qualify.
