EEA Route for spouse

Background: I'm Amey and I've been living in the UK on Tier 2 ICT since April 2011. My Tier 2 ICT is valid till January 2018. I'm on verge of getting my Portugal Citizenship in next few weeks by first week of January 2017. I'm getting married in February 2017 in India. I've few questions on route that my wife would have to take to be in the UK.

There have been different scenarios that I've been thinking about, and it would be great if someone can shed some light on it.

1. If I've my Portugal Passport then I'm planning to apply EEA permit from India for my wife. When she comes to the UK on her Indian passport along with her EEA permit then do I've to travel along with her on my Portugal passport?
2. I can get my wife on Tier 2 ICT dependent route can she apply for EEA permit while she's in the UK? We will then submit our existing BRP (Tier 2 ICT) to Home Office as I will be EU citizen and she will have EEA permit.

2) No, family permit is only to enter UK and is applied for outside UK.
